PDF not opens, but if set "attachment" setting in the backend it downloads. Also, downloads when sets "Always download" in chrome settings. Everything works when open in Mozilla Firefox. It also works in the previous site version when the "wrapper" in the same domain. Wrapper open iframes in "sandbox" modes. When install PDF Viewer extension for Chrome it also works. Also, not working in Incognito mode. In console no errors. Also, not works when run Chrome with --disable-web-security flags.

I guess the issue is not related to 79 version of Chrome - was reported much earlier (August 2019)
Summary:
PDF is there, I can download it by the Chrome or backend settings, but I can't view PDF in Chrome

I have the same issue, I've gone through all these steps and it still seems to want to save vs open the pdf.

I checked and my download was turned off, but Chrome is still downloading, not opening

We are experiencing same issues with PDFs not opening, just get a grey screen. It is not conistenct across our all chromebook users. For those with the problem they are able to open PDFs when in incognito mode.

Seeing same problem of grey pdf tab with chrome 80.0.3987.116 (Official Build) (64-bit). Occasionally pdf is displayed correctly but most times grey tab. This happens on different sites.

However, after several reloads on the pdf tab pdf is displayed properly. Turning off hardware acceleration as described in https://superuser.com/questions/1050906/chrome-pdf-viewer-plugin-not-working did not help. Inspect window goes away during reload of pdf tab, so cannot help give debugging information.

I am having the same issue.  Odd that I am on the same Chrome version as my co-worker and he is not having the issue, even when trying to open the same document.  
A second co-worker is having the same issue I'm having.  I wasn't having the issue on Friday when she reported the problem, but today I am.
As part of troubleshooting, I updated to the latest Chrome version a few minutes ago, and I am still having the same issue.

I've tried all the recommendations listed above and more - (firstly tho I could open the pdf in incognito mode) 
  • disabled extensions and then restarted computer
  • I've disabled automatic downloads
  • cleaned up my computer - there was no malware
  • cleared my cookies
  • updated chrome
  • tried the adobe plugin - useless
Anyone else know any brilliant ideas??

I've found a reliable (yet temporary) fix, reset your Chrome variations (--reset-variation-state is the command line switch) you may have to relaunch Chrome a few times to get the working variation but I can confirm it has fixed it on both computers which were having the issue.
Why variations? I had the same version of OS and Chrome as a co-worker who it was working fine for, variations vary greatly so I figured I'd try a few to see if it'd work.

I had the same issue pop up in the last day on a number of computers (Mac and Windows). Two factors seemed to be the common. Chrome 80.0.3987.122 and user having Google Sync turned on. Down (v79) or upgrading (to beta v81), or turning off sync fixed the problem in all the cases I could find.
