Vostro 460 pci simple communications controller driver download

The reader's digest version of the saga is I received a Dell Vostro 460 with a wiped disk to restore. It was emitting beep code when turned on which indicated either RAM or PSU.  After resolving the marginal power supply with a replacement, I installed Windows 7 but as soon as I would launch IE the system would freeze.  All of the BIOS & device drivers are current.  I tried upgrading to Windows 8 but kept getting the black screen right after the install process finished installing the devices. I had to resort to a clean install.  Having successfully been able to a get to the desktop, and walked through all updating all the drivers using http://downloads.dell.com/Pages/Drivers/vostro-460.html, every time I launched IE the system freezes.  I installed Firefox and can research the event log errors.  As the system freezes, I see warning log entries with event id 123 entries:

Event 123 - The DSM service was delayed by nn seconds for a driver query/download/install on device  'ACPI\GENUINEINTEL_-_INTEL64_FAMILY_6_MODEL_42_-_________INTEL(R)_CORE(TM)_I7-2600_CPU_@_3.40GHZ\_8'

There are more but these warnings are stacked in groups of two or three then the error & critical entries indicating I did a hard reboot.  Firefox does freeze but not as frequent.  When I leave the system for an hour or so after the freeze, the signon appears but after signing on then would freeze after trying to launch anything.  A hard reboot would sometimes allow it to work for a few hours. Is this some hardware issue on the motherboard, driver issue, or something else?
