I know this question has been asked several times but now my kids are trying to homeschool it's getting really critical. Every device in my house runs just fine on our ATT Uverse internet. Speed test will return speeds of 18-25Mbs on wifi. The chromebook however (Acer R13 convertible, which is less than a year old) struggles to achieve even 1Mbs most of the time. From time to time it will manage 4Mbps. I have tried all kinds of things, rebooting the router, I even got a second wifi router and tried that which seemed to help a little from time to time. Today I tried bypassing the ATT internet and used my phone as a wifi hotspot and connected to that and got 5Mbps which is not great but better than the 0.6Mbps I was getting connected to the Uverse. Since every other device is working fine there must be some kind of chromebook setting or router setting that conflicts with the chromebook in some way. 

Chromebook reports 2.17 download 10.7 upload (which is very strange)
Phone reports 18.4 download and 11.8 upload
Windows laptop reports 19.9 download and 11.9 upload
All speeds taken with devices next to wifi router

Have you tested the Chromebook using Guest mode? That will remove any extensions from the environment.

No difference in guest mode.
Interesting that download speed connected to ATT wifi is so slow but upload is normal.
Connecting chromebook to my cell phone (verizon) hotspot gives

Next, would be looking for interference or other hardware issues.
Are you using Bluetooth devices with the Chromebook (mice, headphones, etc)? If so, turn off Bluetooth in the Chromebook and see if that makes any difference. Bluetooth and 2.4 GHz WiFi share frequencies.
Your Chromebook can tell you details about the WiFi connection frequency. Open Settings. Drill down through your WiFi network connection, into the Advanced area. Look for this section:
What is the frequency number shown?
Do the same thing when connected to your phone's WiFi hotspot. What is that frequency?

I tried changing the name server to Google and I thought this might be solution. I got 10MBps on the upload using the router wifi.. but then a subsequence run gave 0.5Mbps... :( It keeps fluctuting between these speeds. On speedtest it starts very fast and then gets slower and slower. Upload remains strong

Those frequencies are OK - that is channel 6 fo your router and channel 11 for your phone.
Did you run the Bluetooth test?
Lets check for interference from other nearby routers.
Install the WiFi Analyzer by farproc
See if it shows interference from other routers that are running in channels OTHER THAN 1, 6, or 11. If someone is using an improper channel, it can cause problems is there is overlap.
Also, is your WiFi router only capable of 2.4 GHz band, or is it a dual band device that runs on the 5 GHz band also? I wonder if your other devices are connecting to the 5GHz band.

router does both 5ghz and 2.4. Laptop and other devices I believe are connected to 5ghz. Laptop is 5ghz, Network channel 157

but wait... I just turned off bluetooth on the chromecast.. and now I get 15Mbps!!! Could this be the issue?? I'll give it until tomorrow before I call this resolved.. If bluetooth is interfering with wifi though.. that seems kind of terrible..

Set your router to have a different SSID for the 2.4 and 5 GHz bands. That will allow you to connect to the 5 GHz band instead of the 2.4 GHz one.
Regarding the Bluetooth issue. You could try changing the routers WiFi channel to 1. See if that helps.

I'll try these suggestions in a while. I would like to thank you for your prompt and helpful responses. I hoped that by giving as much useful info at the beginning I could reduce the number of replies such as "turn it off and turn it on again!" I have been battling with this stupid chromebook for 1 year now! Now if I could get my windows laptop to stop disconnecting all the time too.. that would be great. Funny how the Android phones are rock solid reliable all the time though on the same network.
